Ichki ishlar organlari faoliyati samaradorligini ta’minlashda kadrlar salohiyati hal qiluvchi ahamiyat kasb etadi. Jamoat xavfsizligini ta’minlash, huquq-tartibotni saqlash, jinoyatchilikka qarshi kurashish hamda fuqarolarning huquq va erkinliklarini himoya qilish kabi murakkab vazifalarni bajarish ichki ishlar organlari xodimlaridan yuqori darajadagi kasbiy tayyorgarlik, huquqiy bilim, ma’naviy-axloqiy barqarorlik va jismoniy tayyorlikni talab qiladi. Shu bois, xodimlarni tayyorlash, qayta tayyorlash va ularning malakasini oshirish tizimi huquqni muhofaza qiluvchi organlar faoliyatining strategik yo‘nalishlaridan biri sifatida qaraladi [1].
