Abstract:
в работе рассматривается ретроспектива поступления и использования официальной помощи развитию (ОПР) в Республике Узбекистан с момента обретения независимости. Автор анализирует эволюцию внешней помощи от гуманитарной и экстренной поддержки в первые годы независимости до современных стратегических проектов, направленных на устойчивое развитие, цифровую трансформацию, инклюзивный рост и гендерное равенство. Особое внимание уделяется изменению роли Узбекистана на международной арене - от получателя помощи к активному участнику гуманитарных миссий и региональному донору. В статье подробно рассматриваются основные направления и объемы помощи, вклад многосторонних и двусторонних доноров (ООН, Всемирный банк, АБР, ЕС, США, Китай), а также институционализация координации внешней помощи в стране. Подчеркивается влияние ОПР на реформы государственного управления, развитие инфраструктуры, здравоохранения, образования, а также на повышение человеческого капитала и социальную защиту. В заключении автор отмечает, что эволюция системы внешней помощи в Узбекистане отражает переход от зависимости к партнерству и донорской активности, что способствует укреплению позиций страны в региональном развитии.
