This article explores innovative approaches to the development of cultural and art institutions, emphasizing the critical need for adaptation in an evolving societal landscape. As these institutions face challenges such as funding constraints, diminishing audience engagement, and advancements in technology, the implementation of creative strategies has become increasingly essential. Through a mixed-method research design that includes surveys, case studies, and interviews, we identify specific innovations successfully adopted by various institutions. Findings reveal enhanced audience participation, improved financial sustainability, and stronger community connections as direct results of these innovative measures.

CIVIL LAW ASPECTS OF IMPROVING THE LEGAL STATUS OF EDUCATIONAL INSTITUTIONS IN THE MINISTRY OF INTERNAL AFFAIRS SYSTEM

This scientific work analyzes the civil law aspects of improving the legal status of educational institutions within the system of the Ministry of Internal Affairs (MIA) of the Republic of Uzbekistan. The study examines the current legal status of higher and secondary specialized educational institutions of the MIA (as state institutions), their financial and economic activities, contractual relations, and cooperation with civil society from the perspective of civil law. Based on the experience of developed countries (South Korea, Germany, USA), the paper explores the prospects of reorganizing MIA educational institutions into independent educational organizations with the status of legal entities. Specifically, it proposes models of public-private partnership (PPP), corporate governance, and financial independence mechanisms. The research results aim to improve the quality of education in the MIA system, reduce corruption risks, and strengthen integration with civil society.

HOW THE EU CREATES LAWS

The European Union (EU) is a political and economic organization established in 1992 by the Maastricht Treaty. It includes 27 member states that have come together to strengthen the development of common interests. The EU provides its member states with an institutional framework for making laws, identifying areas of policy, negotiating, and setting political priorities. EU member states have unanimously agreed not only to adopt legislation enacted by EU institutions but also to override national laws. The main decision-making organs of the EU are the Council of the European Union, the European Parliament, and the Commission. Their work is complemented by other institutions and bodies, which include the Court of Justice of the European Union. This article will examine the laws and regulations of the EU, how the EU creates laws, and how they are implemented in the member states. For which we need to study its legislatures, the EU is a symbol of a role model for developing countries in formulating their policies.

The current activities of higher education institutions in pedagogy require the formation of an educational system based on digital and innovative approaches, adapted to the needs of modern society. The processes of preparing management and teaching staff for innovative activities in higher education institutions, as well as the problems and opportunities in this regard, were systematically studied. The study conducted analyses based on modern concepts such as artificial intelligence technologies, digital transformation, innovative management models, and cluster systems. The theoretical foundations of the article are covered based on current state documents, including decrees and resolutions of the President of the Republic of Uzbekistan, important programs such as the “New Uzbekistan Development Strategy – 2022–2026”, “Concept for the Development of Higher Education until 2030”. In this regard, the master's student correctly determined the political and legal foundations of the topic.
